Made in China 2025 Plan
It has been learned from many channels that many cities or urban agglomerations in the Yangtze River Delta, the Pearl River Delta, and Beijing Tianjin Hebei region are expected to be selected as the first to be selected as the "Made in China 2025" national demonstration area, and cities and urban areas in the northwest, northeast, and central regions will also be selected later.
The industry generally believes that the construction of the "Made in China 2025" national demonstration area is an upgrade of the previous "Made in China 2025" pilot demonstration. By building the "Made in China 2025" national demonstration zone, we can further deepen the "Made in China 2025" related work in the form of pilot and follow-up experience promotion, promote the overall transformation and upgrading of China's manufacturing industry, and accelerate the cultivation of new industries and the growth and maturity of new drivers, based on the summary of previous pilot demonstration experience.
The progress experience will be popularized nationwide
On November 30, the General Office of the State Council issued the Notice on the Creation of the "Made in China 2025" National Demonstration Zone (hereinafter referred to as the "Notice"). The Notice pointed out that in order to speed up the implementation of "Made in China 2025" and encourage and support local governments to explore new paths and models for the transformation and upgrading of the real economy, especially the manufacturing industry, the State Council decided to carry out the creation of "Made in China 2025" national demonstration zones. The Notice clearly states that municipal districts, sub provincial cities and prefecture level cities can apply for the establishment of demonstration zones, and cities with close distance and high industrial relevance can jointly apply for the establishment of demonstration zones. The applicant city (group) shall organize the preparation of the demonstration area creation plan according to the actual regional development, and submit it to the State Council after the approval of the provincial people's government.
The construction of the "Made in China 2025" national demonstration zone has already started. On July 19, Premier Li Keqiang chaired the executive meeting of the State Council, which deployed the creation of the "Made in China 2025" national demonstration zone. He requested that some cities or urban agglomerations in the east, middle and west regions be selected to build national demonstration zones, and that the policies on streamlining administration and delegating power, finance, taxation and finance, land supply, talent training, etc. that have been implemented in the national independent innovation demonstration zone be extended to the demonstration zone.
The Economic Information Daily recently learned that cities and urban agglomerations in many regions of China have started the preparation and application of relevant plans. According to the progress of the pilot demonstration work of "Made in China 2025" and the experience gained in various regions, many cities or urban agglomerations in the Yangtze River Delta, Pearl River Delta, Beijing Tianjin Hebei region are expected to be selected first, and cities and urban areas in the northwest, northeast and central regions will also be selected later.
Zhang Hongguo, Deputy Director of the Planning Institute of CCID Research Institute of the Ministry of Industry and Information Technology, introduced that the "Made in China 2025" national demonstration area is equivalent to the upgraded version of the previous "Made in China 2025" pilot demonstration. He introduced that the Ministry of Industry and Information Technology had previously approved the "Made in China 2025" pilot demonstration cities and carried out relevant work under the guidance of the National Leading Group for Building a Strong Manufacturing Country; In the future, the State Council will review and approve the national level demonstration zones, and the relevant documents will also be formulated by the State Council. This means that the Made in China 2025 pilot demonstration work has risen to the national level.
In March 2016, China launched the pilot demonstration of "Made in China 2025" cities (urban agglomerations). At present, 12 cities including Ningbo, Quanzhou, Shenyang and Changchun have been approved, and 4 urban agglomerations including five cities in southern Jiangsu, six cities and one district on the west bank of the Pearl River, Chang Zhu Tan Heng and Zheng Luoxin have been approved. The Ministry of Industry and Information Technology introduced that since the pilot demonstration work was carried out, a large number of mature experiences have been formed in the transformation and upgrading of manufacturing industry, as well as in the cultivation of new industries and new drivers. The pilot demonstration work will be upgraded to a national level demonstration area, which will speed up the formation, summary and nationwide promotion of new experience on the basis of the previous work.
Xu Guangrui, vice president of the National Innovation Institute for Future Science, believes that the Yangtze River Delta, the Pearl River Delta, and the Beijing Tianjin Hebei region have developed manufacturing industries and are selected as national demonstration zones, which can better play a pilot and demonstration role. In addition to the above areas, in combination with the regional coordinated development strategy proposed in the Notice and the report of the 19th National Congress of the Communist Party of China, the industrial cities in the northeast, central and western regions such as Liaoning, Hubei and Shaanxi also have a great chance to be included in the first batch of "Made in China 2025" national demonstration areas
